Artera has identified an issue that affected outbound messages from 4:03pm PST to about 4:08pm PST. This incident has been resolved.

This issue was related to maintenance that our third-party vendor Twilio was conducting and affected all outbound messages that were sent during this time. These messages failed and were not reattempted to send.
